This design runs in an interesting way. I think of it like a puffer fish or a dumb fish. 
If you are a spearfisher or a hunter I’m sure you have run into that one dumb animal that swims or walks right up to you. That’s how I imagine this bait. 
In your spread of lures that are splashing, skittering and smoking away, this one seems to plop along without a care in the world. While the rest of the school is on high alert the flat face has no idea it’s in danger. 
This slow and easy action looks like an easy meal and that’s why this one gets hammered.
